Authorities Bust Human Trafficking Ring In Colorado

DENVER (AP) – A dozen people have been arrested in a Front Range sex trafficking ring that involved minors whose services were advertised on an Internet classified ad site.

Attorney General John Suthers announced Monday that four of those arrested are accused of paying to have sex with underage girls. Suthers says three people accused of offering juvenile girls up for sex on Backpage.com are self-described members of the Crips gang.

The girls are receiving treatment at undisclosed locations.

Suthers says the sex trafficking ring operated in Denver, Aurora, Commerce City, Lakewood, Parker and Colorado Springs.

The FBI led Rocky Mountain Safe Streets Task Force’s Innocence Lost Task Force investigated the case. Member agencies include Denver and Aurora police departments, and the Arapahoe County Sheriff’s Office.

FBI: Customers Offered More Than Massages At Happy Feet

GOLDEN, Colo. (CBS4)- FBI agents busted a massage business in Golden they say was a front for prostitution.

The crime is one the U.S. Attorney’s Office says is becoming a bigger problem across the Front Range. In the past year, FBI agents have busted spas in Golden, Northglenn, Edgewater and Arapahoe County.

Happy Feet in Golden is located near the Rocky Mountain School for the Deaf. The business, which has been closed, advertised foot and body reflexology on its outdoor sign.

“Did some Googling online and the advertising was such that it didn’t leave any question that it was happy endings not happy feet,” said Ruff’s BBQ owner Stephan Ruffatti.

Business owners in the same shopping complex said they knew from looking inside and the type of clientele going in and out of Happy Feet that something else was going on.

“They had an almost instant clientele which was impressive and it was all male… all times of the day and night,” said Ruffatti.

Ruffatti the business Ruff’s BBQ in the same shopping center as Happy Feet. He said the ads were suspect when claiming “New Asian beauties each month will take care of what your body needs.”

Paula Hawkins owns the Curves gym next door. She said when her female members tried to go inside Happy Feet they were met with resistance.

“It was quickly dismissed so that was the first clue that something wasn’t normal if women weren’t welcome,” said Hawkins.

The federal indictment states that defendants Hyosook Ko and Patrick Kim supplied the prostitutes, condoms, shower massage tables and provided the prostitutes housing.

Federal agents said the money made at Happy Feet was then laundered to South Korea. Other portions of the federal indictment include the purchase of condoms from a bulk delivery service.

Just two doors down the Rocky Mountain School for the Deaf where parents and their children come and go on a regular basis.

“We don’t want that kind of stuff around here because it can lead to anything,” said Ruffatti.


Authorities Cracking Down On Prostitution, Human Trafficking In Colorado

GOLDEN, Colo. (CBS4) – There has been a crackdown on crimes involving prostitution and human trafficking in Colorado. The FBI says it’s making a new push because it’s seeing those kinds of crimes on the increase.

CBS4 recently reported on a case in Golden where feds busted a massage business called Happy Feet. Agents say it was a storefront for prostitution and money laundering, among other crimes.

Agents say a rise in the commercial sex industry, like what they suspect at Happy Feet, is why a task force was formed to help combat the slew of crimes they’re seeing: prostitution, money laundering, human trafficking and tax evasion. They also want the international victims who are pulled in to know they will help them.

“Did some Googling online and the advertising was such that it didn’t leave any question that it was happy endings, not happy feet,” said Stephan Ruffatti, Ruff’s Barbeque owner, whose business is near Happy Feet.

Business owners near Happy Feet say they knew something was wrong when an all-male clientele began showing up all hours of the day and night.

Paula Hawkins owns a Curves gym next door. She says the women who worked inside Happy Feet raised another red flag.

“They would just shush themselves right into their little establishment and didn’t want to have communication,” Hawkins said.

The Colorado Trafficking and Organized Crime Coalition, known as CTOCC, says there are many tell-tale signs to the growing commercial sex industry. It includes the housing of a large number of people in a small place, coming and going at all hours, often foreign and non-English speaking. Victims are recruited by the promise of a better life.

“They’ll tell them, ‘You can come to this country, but we have debt that you have to pay, so it’s going to cost you to work off this debt,’ ” Dave Joly with the FBI said. “It can be anything from forced labor to commercial sex trafficking in itself.”

A federal indictment says the Happy Feet defendants Hyo-Sook Ko and Patrick Kim supplied prostitutes, condoms, shower massage tables, and even gave the prostitutes housing. They were charged with prostitution and money laundering because agents say the money made there was then sent to South Korea.

The Happy Feet defendants were not charged with human trafficking but agents say bureau wide they are seeing women who are being trafficked state to state via massage parlor businesses.

Statement From The FBI

The Colorado Trafficking and Organized Crime Coalition (CTOCC) is a Local, State, and Federal Task Force established to combat Human Trafficking and Organized Crime in the State of Colorado. CTOCC investigates cases involving adult labor victims. Investigations involving juveniles, to include juvenile prostitution matters, are investigated by the FBI’s Innocence Lost Task Force. Some of the CTOCC’s investigations have involved massage parlors. Current members include the Jefferson County Sheriff’s Office, Lakewood Police Department, Arvada Police Department, Wheat Ridge Police Department, Englewood Police Department, the Colorado State Patrol, Homeland Security Investigations, the Department of State, and the FBI.

CTOCC has observed an increase in requests from local police departments asking for assistance in investigate human trafficking.


FBI Says 9 Children Rescued In Colorado Prostitution Sweep

DENVER (CBS4/AP) – The FBI says law-enforcement officers in a region that includes Colorado and Wyoming have rescued nine children and arrested six pimps in a three-day, nationwide sweep aimed at curbing child sex trafficking and underage prostitution.

The FBI said Monday the children were among 105 recovered in 76 cities during the operation.

FBI spokesman Dave Joly of the agency’s Denver office says many if not all of the rescued children are girls. He says several agencies helped with the arrests.

Agents say some of the activity starts at truck stops, casinos and websites that advertise dating or escort services. Alex, a victim of child sex trafficking, was recovered by the FBI and helped to put her pimps behind bars. She was only 16 years old, living on the streets, when she became a child prostitute out of desperation.

“At first it was terrifying, and then it just became; you kind of just become numb to it,” Alex said. “Not like an alter ego, but just like a different person; you put on a whole different attitude, you just feel empty.”

Alex eventually contacted the FBI and helped to put her two pimps behind bars. Colorado nonprofit Labratory to Combat Human Trafficking says pimps often prey on children who are need of love.

“To be their boyfriend; someone who has run away from bad family situation, somebody who is living on the streets, somebody who is considered a throw-away youth,” Amanda Finger with Laboratory to Combat Human Trafficking said.

To date, more than 2,700 children have been taken off the streets.

“We are trying to take this crime out of the shadows and put a spotlight on it,” Ron Hosko with the FBI said.

Victims are typically between the ages of 13 and 17 years old — both boys and girls.

Man Accused Of Prostitution While Knowing He Had AIDS

DENVER (CBS4) – A man accused of engaging in prostitution while knowing he had AIDS has been formally charged in Denver.

Lynn Kimbrough with the district attorney’s office said William Head, 62, has been charged with one count of prostitution with knowledge of AIDS and massage parlor unlawful acts.

“The charges allege that William Head, also known as ‘Tor,’ has engaged in sexual acts with the knowledge of having AIDS,” Kimbrough said in a statement. “The charges further allege that Head has been advertising an illegal massage service in his residence without a license since 2007.”

Head is out of jail on a $5,000 bond.


Fort Collins Police Investigate Alleged Sex Trafficking Ring In Massage Parlors

 FORT COLLINS, Colo. (CBS4) – Fort Collins police say a 60-year-old woman forced other women into a life of prostitution at a massage parlor.

Chong Sullivan was arrested on Tuesday and is facing charges of pimping, pandering and keeping a place of prostitution. According to arrest reports, Sullivan was the manager of FTC Massage where police say female employees were forced to perform sex acts on their customers for money.

“Police services received complaints by citizens and from businesses about specific massage parlors in the community that they felt were offering services beyond what they were advertising – prostitution,” :Sgt. Kevin Cronin with Fort Collins police said.

Police say the women were forced to work 13 hour says, seven days a week and lived in the basement of the business before it was shut down last year.

“There were probably six or more victims and there were four to five adults different massage parlors , so collectively that were operating these businesses,” Cronin said.

FTC Massage was listed on RubMaps.com, a website featuring erotic massage parlors throughout Fort Collins.

Also within the investigation Song Qing Yu, 52, and Fu Zhen Huang, 51, were arrested on similar charges involving two other alleged erotic massage parlors in Fort Collins. Both pleaded guilty to pandering charges in a plea agreement.

Cronin says the bust was part of a national investigation into human trafficking where woman are forced into sexual slavery or forced labor. It’s a problem he says is growing in Fort Collins.

“The Front Range is experiencing it more often now and it goes beyond the sex trade,” Cronin said.


CU Professor Pulled From Teaching Class Over Controversial Prostitution Skit

BOULDER, Colo. (CBS4) – The University of Colorado acknowledged on Monday that a tenured sociology professor had been suspended — but not dismissed — from teaching her popular course on deviant behavior following a lecture on prostitution.

Despite reports that she was being “forced out” for the controversial skit, the school issued a statement to students and faculty saying Professor Patricia Adler “has not been dismissed,” and that the school is reviewing the possibility of sexual harassment policy infringements.

The controversy began last Thursday when Adler told students she would be leaving her “Deviance in U.S. Society” course, although the school had not given her the option of retirement, but had instead offered a two-year buyout.

The controversial “prostitution” lecture involved mock-interviews with various kinds of prostitutes, as a means of showing social order and deviant behavior. Inside Higher Ed reports that teacher assistants were asked to dress up as “slave whores, crack whores, bar whores, streetwalkers, brothel workers and escort services.”

“In this course I want to introduce you to the central sociological concepts of deviance, social order, social power, identity construction, and identity management,” reads the course syllabus, which typically enrolls about 500 students. “We will use the topic of deviance to see how groups of people have the power to shape social definitions and apply them onto others.”

The lecture includes Adler asking the assistants about their in-character background, or “how they got into the business,” how much they charge customers and their experiences with violence, arrest and AIDS.

According to Adler, the dean of College of Arts and Sciences, Steven Leigh, told her that such a lecture posed “too much risk…in a post-Penn State environment.” Adler said the lecture was a highlight of the course, and a Facebook page was created by students showing support for Professor Adler and the course.

However, the university said Adler had not been dismissed, and the situation was still under department review.

“In this case, University administrators heard from a number of concerned students about Professor Adler’s “prostitution” skit, the way it was presented, and the environment it created for both students in the class and for teaching assistants,” the university’s provost office wrote.

“Student assistants made it clear to administrators that they felt there would be negative consequences for anyone who refused to participate in the skit. None of them wished to be publicly identified.”

“To reiterate, Professor Adler has not been fired or forced to retire.”

Adler remarked to Inside Higher Ed that the university is more concerned about “the risk” rather than using common sense about the issue.

An emergency meeting between the Boulder Faculty Assembly and the dean of Arts and Sciences is scheduled for Wednesday morning to discuss the issue.

“It’s a culture of fear. It’s the bureaucratization of the university,” she said.


Emergency Meeting Held At CU To Discuss Controversial Professor

BOULDER, Colo. (CBS4) – Faculty members at the University of Colorado in Boulder organized for an emergency meeting to discuss Professor Patricia Adler, who is embroiled in controversy after teaching a class about prostitution.

Adler apparently had teacher’s assistants dress in different costumes portraying different types of prostitutes. Some students complained it made them uncomfortable.

“The issue is with how it’s being taught and particularly with this skit and whether or not students are undertaking the skit with full consent and knowledge of what’s involved and the implications of what’s involved,” said CU Dean of Arts and Sciences Steven Leigh.

Now there are new concerns about cell phones and videotaping.

“We were concerned in this course maybe there were cell phone videos being taken or other kinds of video that would put students in a position where we didn’t have consent on these issues,” said Leigh.

Wednesday’s emergency closed door meeting included about 30 members of the faculty assembly and the Dean of Arts and Sciences.

Adler is a tenured sociology professor at CU. She says she is being targeted because of concerns about political correctness in the post-Penn State era.

She has become a cause on social media with a Facebook page of more than 1,000 supporters and a petition to save her job.

The university had first said she would not be allowed to teach the “Deviance in U.S. Society” course next semester, but now says it will reconsider if she asks for a review of the class. If that review passes by the Sociology Department she could teach the class in the spring.

Adler’s peers were given the opportunity to discuss the case as a group on Wednesday.

BOULDER, Colo. (CBS4) – Professor Patricia Adler’s course on deviant behavior sparked controversy at University of Colorado Boulder. Now, Adler is back in Colorado, but not sure she’ll be back in the classroom.

Adler’s class was under scrutiny over a prostitution skit.

Late last month, a committee of CU Sociology professors reviewed the course and determined it was appropriate for her to teach. The department’s executive committee agreed.

Aadler says she is not ready to make a decision on her future. She has retained a lawyer.

CU’s classes resume Jan. 13.

Adler said she had been using the skit for a very long time.

“For the past 25 years every semester to 500 students,” said Adler.

In December 2013, Adler told students she would be leaving her “Deviance in U.S. Society” course, although the school had not given her the option of retirement, but had instead offered a two-year buyout.

Despite reports that she was being “forced out” for the controversial skit, the school issued a statement in December to students and faculty saying Professor Patricia Adler “has not been dismissed,” and that the school is reviewing the possibility of sexual harassment policy infringements.

Adler said CU tried to force her out but reconsidered after pressure from students and the ACLU proved to be too much.

“They got so caught by the academic freedom issue that they had to back down and to save face they said, ‘Well, a committee in the sociology department has to review it,’” said Adler.

“She was never fired or any kind of probation. We fully expected her to come back and teach class,” said CU spokesman Bronson Hillard.

Hillard said the committee has given the okay with one exception, “They came forward with a report that said if you can obtain consent from students in some way for that skit then we recommend that you go ahead.”

Adler said other than the consent forms the content of her lectures will stay the same. But there is one change.

“I teach like it is my living room and I teach my students like they are my friends and I am very real. Am I going to be able to be like that?” asked Adler.

CU said their biggest concern is making sure students do not feel pressured to participate in that skit or be worried that their academics will suffer.


FBI Concerned About Sex Trafficking At Broncos Game

DENVER (CBS4) – The FBI has been concerned with big sporting events bringing in sex traffickers exploiting women forced into prostitution.

It’s called the “Innocence Lost National Initiative” in which authorities try to help children and others that are targeted for prostitution.

People will be coming from all across the West to watch the Broncos play on Sunday.

Some female escorts on the Internet are catering to the fans.

“Might their client turn out to be an FBI agent? It’s very possible, we do run sting operations throughout the year looking for this sort of activity,” said FBI spokesman Dave Joly.

The FBI has developed special teams that focus on sex trafficking at large scale sporting events.

“We want to curtail any type of human trafficking or prostitution rings especially those that might come from out of state,” said Joly.

With retail marijuana and the National Western Stock Show on top of the Broncos bringing in tourists, some strip clubs are expecting a busy weekend.

“I’m not exploited and I don’t think any woman should be. I come in here on my own free will and I think that’s as it should be of any person,” said a local stripper.

She will be handing out cards at the Broncos game that read, “sex trafficking is modern day slavery.”

“We were involved in an investigation at one point where there was some human trafficking in one of our clubs,” said Diamond Cabaret owner Tim Killeen.

His company’s 16 clubs are involved with the Department of Homeland Security in a campaign against it.

He says while some may see this as advertising for their clubs, it is a part of a large scale effort to stamp out sex trafficking.


Couple Charged In Prostitution, Human Trafficking Case In Denver

DENVER (CBS4) – A couple accused of keeping a place of prostitution and human trafficking has been formally charged.

According to Lynn Kimbrough with the district attorney’s office, Joshua Billingslea, 33, and Diana Billingslea, 29, have each been charged with five counts of human trafficking, one count of pimping, one count of keeping a place of prostitution, and one count of pandering.

“The charges allege that the couple committed trafficking in adults by leasing women for prostitution purposes,” Kimbrough said in a statement. “The charges further allege that they were running a prostitution business under the guise of a massage business.”

The Billingsleas are both out on a $25,000 bond. They are scheduled to appear in court on Feb. 27 to be advised of the charges.


Suburban Denver Man Charged With Pimping Teens

ARVADA, Colo. (AP) – A suburban Denver man is accused of luring teenage girls into lives of prostitution with the promise of free methamphetamine.

Prosecutors announced Wednesday that 35-year-old Joe Avalos has been charged with 17 counts of crimes including kidnapping, pandering of a child, pimping and sexual assault.

They say he operated a sex trafficking ring out of his Arvada home involving five female victims between the ages of 15 and 20. Avalos allegedly advertised the women and drove them to hotels in several metro Denver communities.

One of the victims, a 16-year-old girl, fled to Avalos while on the run from another accused sex-trafficker, Robert Gonzales, who was arrested and charged with similar crimes in October.

Avalos was being held in jail and no lawyers were listed for him in court records.

DPD Officer Ensnared In Prostitution Probe

DENVER (CBS4) – A Denver police detective who led the investigation into alleged prostitution use by a federal judge is himself now under investigation for allegedly soliciting a prostitute in Lakewood, according to a CBS4 investigation.

“I have not been arrested,” said Detective Michael Ryan, 50, when reached at his home Monday evening.

Ryan declined any further comment.

Lakewood police Detective Timmy Marquez said Lakewood police contacted and detained Ryan last Thursday night at about 9:30 p.m. along the Colfax corridor.

“He was contacted but no charges have been filed at this time,” said Marquez. “This has been forwarded to our investigation unit.”

Marquez said the investigation is into alleged solicitation of a prostitute. He said there was no actual police sting at the time, but Ryan was detained as a result of “observations that were made.”

Ryan works in DPD’s Vice and Narcotics unit and was instrumental in the investigation that led to federal judge Edward Nottingham resigning in the face of accusations he had patronized prostitutes. Ryan has also served on a human trafficking task force and has been with the Denver Police Department since 1997.

Denver Police Cmdr. Matt Murray confirmed the CBS4 report saying, “He is being investigated by Lakewood Police Department for soliciting a prostitute.”

Murray said the Denver Police Department has initiated its own internal investigation into Ryan and whether any departmental violations occurred. As that investigation continues, Murray said Ryan has been placed on administrative leave with pay and has been assigned to his home.

“He is assigned to the Vice and Narcotics Bureau … and investigates cases including prostitution cases,” Murray said. “Obviously if these accusations are true its very concerning to us. … This is not what we would expect of a Denver police officer.”

Ryan has had difficulties with the law before. In 2005, Jefferson County authorities charged him with felony menacing saying he had pointed his gun at other people during a road rage incident. But in 2006, a jury acquitted Ryan in the case. At the time he told the Denver Post, “It was a horrible deal.”

DENVER (CBS4) – A Denver police vice detective caught last week with a known prostitute had his pants down, was driving a police car, and the woman was in a compromising position, according to law enforcement sources familiar with the case.

However, as CBS4 has previously reported, Lakewood police did not cite or arrest either Denver police Detective Michael Ryan or the woman in his police car last Thursday night.

Steve Davis, a spokesman for the Lakewood Police Department, declined to discuss specifics of the case, but said Lakewood police agents handled the case appropriately. He said as soon as officers knew they had stopped a Denver police detective with a known prostitute a supervisor was notified, a watch commander was notified, and the Denver Police Department was notified the following day.

Davis acknowledged that in similar circumstances most citizens would have immediately been cited for soliciting a prostitute. But he said the unusual, extenuating circumstances in the Ryan case caused Lakewood police to release both Ryan and the 49-year-old woman and continue their investigation.

Davis said on Tuesday that Lakewood police are “not done with the case,” and it was still possible Detective Ryan, 50, could be charged.

Lakewood police insisted Monday that Ryan was driving his personal car and was off duty when he was apprehended. However, CBS4 confirmed that Ryan was actually driving an unmarked law enforcement vehicle — possibly belonging to a federal law enforcement agency.

Sources also told CBS4 that Lakewood agents actually followed Ryan and the woman into Denver, where Ryan parked his car in a darkened cul-de-sac. Sources familiar with the case say that when Lakewood agents approached the car the woman was bent over the center console of the car and Ryan’s belt and pants were unbuckled.

Davis said he would not discuss specifics that were emerging in the CBS4 probe.

The Denver Police Department has placed Ryan, a 17-year veteran, on paid administrative leave and told him to stay home.

“If these allegations are true it makes us all look bad and we don’t condone that activity,” said DPD Cmdr. Matt Murray.

Murray said Ryan was supposed to investigate prostitution cases as part of his caseload.

“This is not the kind of thing we would expect and its troubling if these allegations are true,” said Murray.

Massage Parlor In Aurora Shut Down After Prostitution Allegations

AURORA, Colo. (CBS4) – A criminal case has been filed against an Aurora massage parlor.

CN Massage was once open for business in a strip mall on Havana Street but has since been closed.

According to court documents filed on Tuesday, the massage business was also providing prostitution services to customers, and even brought in prostitutes from out of state.

If convicted, the ringleader could face up to five years in prison.

Man With AIDS Charged After Soliciting Undercover Officer For Sex

DENVER (CBS4) – A man accused of soliciting an undercover officer for sex with the knowledge of being infected with HIV/AIDS has been formally charged.

According to Lynn Kimbrough with the district attorney’s office, Joshua Harker, 24, was charged on Tuesday with prostitution and prostitution with knowledge of being infected with HIV/AIDS.

“The charges allege that on June 12 Harker solicited an undercover police officer for sex, knowing that he had HIV/AIDS,” Kimbrough said in a statement.

Harker is scheduled to appear in court on Thursday for his second advisement on the charges.

FREDERICK, Colo. (CBS4) – Police and the FBI have made an arrest in a case of prostitution and human trafficking in Frederick.

Police arrested Joung Ran Lee, 48, on Wednesday. She’s charged with attempted pimping and prostitution.

The arrest warrant says neighbors first alerted law enforcement in January to suspicious activity at the Eye Spa where Lee worked

Colorado Man Gets 51-Months In Prostitution Case

NEWARK, N.J. (AP) — A Colorado man has been sentenced to 51 months in prison for his role in an operation that transported women across state lines to work as prostitutes.

James Roy Smith had pleaded guilty to conspiracy and to transporting a victim across state lines to work in prostitution.

The U.S. attorney’s office says the 36-year-old Lakewood resident conspired to run a prostitution business in New Jersey, New Mexico, Nebraska and Pennsylvania. The women would be transported by air or via a Cadillac Escalade registered to Smith’s uncle.

Authorities say the business operated in 2009 and 2010.

Smith admitted he conspired to take six women from New Jersey to Philadelphia and transported one victim between the two states to work as a prostitute.
